Tokyo Bay and GBA to collaborate on industrial development

作为东京湾的重要组成部分,埼玉县东邻千叶县,西接长野县,南联东京都,面积大,人口多,在经济方面举足轻重,同时又保留着独具特色的历史文化和自然景观,被称为首都圈的“后花园”。

As an integral part of Tokyo Bay, Saitama Prefecture borders Chiba Prefecture to the east, Nagano Prefecture to the west, and connects with Tokyo to the south. With its large area and significant population, Saitama plays a crucial economic role while preserving its unique historical and natural attractions, earning the nickname "backyard of the capital region."

不久前,羊城晚报记者一行来到埼玉县,在深入采访埼玉县的制造业企业之余,还采访了相关的协会等,探寻东京湾制造重镇的转型路径,记者更了解到目前该区域的多家日企有意愿加强与粤港澳大湾区的合作。

Recently, a team of reporters from the Yangcheng Evening News visited Saitama Prefecture. In addition to interviewing local manufacturing companies, they also spoke with various associations to explore the transformation pathways of this key manufacturing hub in Tokyo Bay. They discovered that many Japanese companies in the area are keen to strengthen cooperation with the Guangdong-Hong Kong-Macao Greater Bay Area(GBA).

实际上,先进制造业是东京湾发展的重要因素。作为制造大县的琦玉,其实是东京湾区“一都三县”的“三县”中,与东京接壤最多的一个。但对比起神奈川县与千叶县,埼玉县却一直显得没有存在感,这与其深居内陆地区有关。

Advanced manufacturing is a critical factor in the development of Tokyo Bay. Saitama, a major manufacturing hub, is the prefecture within the Tokyo Bay area(Tokyo,Saitama,Kanagawa, and Chiba)that shares the most borders with Tokyo. However, compared to Kanagawa and Chiba Prefectures, Saitama has often seemed less prominent, likely due to its inland location.

埼玉县经济委员会委员长李鑫告诉记者,从上世纪九十年代,日本打造东京湾开始,整个东京都市圈逐步形成一个统一的大市场。

Li Xin, Chairman of the Saitama Prefecture Economic Committee, explained that since the 1990s, as Japan developed Tokyo Bay, the entire Tokyo metropolitan area gradually formed a unified large market.

“作为东京湾的地理中心,琦玉能够联通南北,连接东西,是一个发展的十字路口,而后随着新干线、东京外环高速等交通要素的贯通,许多产业资源也向琦玉集聚。”李鑫说,埼玉县现在正基于原本的优势产业提出更为先进的制造业发展思路。

"As the geographical center of Tokyo Bay, Saitama connects north and south, east and west, making it a crossroads for development. With the advent of the Shinkansen and the Tokyo Outer Ring Road, many industrial resources have been concentrated in Saitama," Li Xin said. Saitama is now proposing more advanced manufacturing development strategies based on its traditional strengths.

记者在走访过程中了解到,近几十年来,埼玉县不断承接来自东京的产业外溢,工业实现了快速发展。与此同时,为了促进城市发展,埼玉县从上世纪70年代开始不断围绕环境提升推出各类政策和规划。

During their visit, reporters learned that over the past few decades, Saitama has continuously absorbed industrial spillover from Tokyo, leading to rapid industrial development.In addition, to promote urban development, Saitama has been implementing various environmental enhancement policies and plans since the 1970s.

根据埼玉县发布的《线段产业创造计划》,未来的五大产业是纳米碳、机器人、航空·宇宙、新能源和医疗创新。同时,埼玉县还设立了100亿日元的“产业振兴·雇佣机会创造基金”来支持此计划。

According to Saitama Prefecture's "Leading-Edge Industry Design Project," the future will focus on five major industries: nanocarbon, robotics, aerospace, new energy, and medical innovation. Additionally, Saitama has established a 10 billion yen "Industry Promotion and Employment Opportunity Creation Fund" to support this plan.

助企“引进来”“走出去”粤港澳大湾区是优选

Assisting companies to'bring in' and'go out':GBA as a preferred choice

“我经常在中日两国之间来往,为中日两国的文化交流、经贸合作努力,我发现,琦玉县与中国许多省份和城市之间有着巨大的合作潜力空间。”日前,埼玉县日本中国友好协会会长新井满接受羊城晚报记者专访时表示,埼玉县是一个制造业强县,有着各类产业,以汽车、机械、电子和钢铁产业闻名。同时还有许多深耕于某产业多年的技术性中小企业,能够和中国企业合作。

"I often travel between China and Japan, striving to promote cultural exchange and economic cooperation between the two countries. I have discovered that Saitama Prefecture has enormous potential for cooperation with many provinces and cities in China," said Makoto Arai, President of the Japan-China Friendship Association in Saitama Prefecture, in an exclusive interview with a Yangcheng Evening News reporter. He noted that Saitama is a manufacturing powerhouse with diverse industries, renowned for its automotive, machinery, electronics, and steel sectors. Additionally, many small and medium-sized enterprises (SMEs) in Saitama have been specializing in specific industries for years, making them well-suited for collaboration with Chinese companies.

新井满谈到,有一次来中国时,发现来自粤港澳大湾区的华为等手机品牌,有质量好,性价比高的产品,生产制造十分先进。于是他们开始促进这些企业来到埼玉县,同时也推动埼玉县的企业去中国了解最新的产品和发展趋势,“帮助中国的优秀企业‘走进来’,又帮助埼玉企业‘走出来’。”记者采访获悉,埼玉县不少日企有进入中国市场寻找合作伙伴等的需求,他们尤其看好粤港澳大湾区的新机遇。

Arai recalled a visit to China where he was impressed by the high-quality, cost-effective, and advanced manufacturing of smartphone brands like Huawei from theGBA. This experience motivated them to encourage these enterprises to establish a presence in Saitama while also promoting Saitama's companies to explore China's latest products and development trends. "We help excellent Chinese companies to 'come in' and assist Saitama's companies to 'go out,'" he explained. The reporters learned that many Japanese companies in Saitama are eager to enter the Chinese market to seek partners, with a particular interest in the new opportunities presented by theGBA.

另外,新井满还告诉记者,早在1982年10月,埼玉县便与山西省缔结了友好关系。从此,双方在环境和医疗等领域,开展了互派进修人员等交流合作。

Arai also mentioned that Saitama established a sister relationship with Shanxi Province as early as October 1982. Since then, the two regions have engaged in exchange and cooperation, particularly in the fields of environment and healthcare, by sending and receiving trainees.

李鑫表示,埼玉县作为东京湾区曾经的偏远区域,如今摇身一变成为交通枢纽,这是时代赋予的机遇,也是政府提前谋划,企业勠力创新的结果,这或可成为粤港澳大湾区中部分地区发展的借鉴方向。

Li Xin highlighted that Saitama, once a remote area of the Tokyo Bay area, has transformed into a transportation hub. This change represents both an opportunity granted by the times and the result of proactive government planning and relentless innovation by enterprises. This transformation could serve as a reference for the development of some regions within theGBA.

案例:金融“活水”救出中小企业

Case study: Financial support rescuesSMEs

1998年,因为日元升值导致成本上升,日本所有制造业都遭受了巨大打击。当时,琦玉县的一家打印机滚轴制造企业走到了即将破产的边缘。

In 1998, the appreciation of the yen led to increased costs, severely impacting all Japanese manufacturing industries. During this period, a printer roller manufacturing company in Saitama Prefecture was on the brink of bankruptcy.

当时,日本金融机构积极扶持中小企业的优势就呈现了出来。一家银行的支行长路过这家企业时,走进来了解情况,行长发现他们正在准备申请专利却已经没有钱了。这位行长通过认真调研,很快批了8000万日元的无息贷款给这家日企,顺利帮他们渡过难关。

At that time, the advantage of Japanese financial institutions in actively supporting SMEs became evident. A branch manager of a bank, passing by the struggling company, decided to step in andlearn about the situation. He discovered that the company was preparing to apply for a patent but had run out of funds. After conducting thorough research, the manager promptly approved an interest-free loan of 80 million yen, which helped the company overcome its financial difficulties.

在东京湾区,有很多中小企业像这家企业一样拥有一种独特的技术,金融机构往往会看重中小企业的独门技术。他们判断拥有技术的中小企业在接下来的竞争中能生存下去,能够盈利,能够打造自身的竞争力,因此更愿意借钱出来给这些中小企业。

In the Tokyo Bay area, many SMEsalsopossess unique technologies. Financial institutions value these specialized technologies. They believe that SMEs with unique technologies can survive in future competition, become profitable, and build their competitive edge. Therefore, they are more willing to provide loans to these SMEs.
